(1) Screening with wire net at least twenty-two (22) meshes to the <br /> linear inch or other material which will prevent the ingress or <br /> egress of mosquitoes. <br /> (2) Complete emptying of all unscreened containers, together with a <br /> thorough drying mad cleaning and storage in an enclose structure to <br /> prevent the collection of liquid in said containers. <br /> (3) Use of an effective and approved larvicide or insecticide. <br /> (4) Stocking with mosquito-destroying fish or top minnows <br /> (Gambusia Affinis), or other natural predators. <br /> (5) Filling or draining such contained water in a manner satisfactory, to <br /> the city manager or his designee, or by other environmentally <br /> approved methods. <br /> (6) Prompt and proper disposal of tin cans, tires, crockery, bottles, <br /> barrels or other articles or artificial containers likely to hold water. <br /> (7) Repairing of defective house gutters, tanks that are out of order and <br /> the like. <br /> (8) Other methods proven to be effective in controlling mosquitoes, as <br /> approved by the city manager or his designee. <br /> <br /> (d) Upon receipt of notice that there is evidence of mosquito breeding on the <br />premises, the owner, his agent, or the occupant of the premises shall immediately initiate <br />measures to treat and eliminate mosquito-breeding sources. Treatment and/or removal of <br />the cited conditions shall be completed within the time period specified in the notice of <br />the mosquito-breeding condition(s). <br /> <br />Sec. 23-104. Inspection of premises: right of entry. <br /> <br /> The city manager or his designee, upon presentation of appropriate identification, <br />may request permission to enter upon any premises where entry is necessary to carry out <br />the provisions of this article. If consent for entry is denied, a search warrant may be <br />requested in the manner prescribed by law. <br /> <br />Sec. 23-105. Violation of article. <br /> <br /> Upon the failure of an owner, his agent, the occupant, or any other person in <br />control of the premises to correct or abate the conditions causing or contributing to <br />mosquito breeding within the time specified in the notice of the violation, issuance of a <br />summons may be requested by the city manager or his designee. No other person shall <br />be authorized to request a summons for violation of this Article. <br /> <br /> In addition to any criminal remedies, the city manager or his designee may take <br />all necessary measures to abate or obviate the condition or nuisance and may charge and <br />collect the cost thereof from the owner, his agent, any occupant or person hi control of <br /> <br /> <br />
