Reasons for Change <br /> <br />Standardize the requirement for Erosion and Sediment Control Plans at one <br />disturbed area threshold at 2500 square feet. The current threshold is 10,000 <br />square feet of disturbed area [2,500sfin the Chesapeake Bay Preservation Area) <br />or a single-family residential lot in a subdivision. Single-family lots outside of a <br />new subdivision are currently exempl from the requirement. <br /> <br />Area City thresholds for comparison: <br /> Virginia Beach <br /> Norfolk <br /> Newport News <br /> Chesapeake <br /> Hampton <br /> Portsmouth (current) <br /> Portsmouth (proposed) <br /> Note: <br /> <br /> 2,500sf <br /> 2,500sf <br /> 2,500sf <br /> 10,000sf]2,500sf in CBPA <br /> 2,500sf <br /> 10,000sf/2,500sf in CBPA <br /> 2,500sf <br />None of above cities exempts single-family lots outside of a new <br />subdivision. <br /> <br />Most single-family residential lots will have a disturbed area of between 2,500 <br />and 10,000 square feet. Numerous erosion and sediment control problems have <br />occurred on these lots. Lowering the threshold will give the city more leverage <br />for enforcing erosion and sediment control regulations. <br /> <br />Standardize the fees for a land-disturbing permit. There is currently no charge for <br />a LDP for single-family residential tots outside of the CBPA.
