AN ORDINANCE TO APPROPRIATE $375,000 IN THE CAPITAL <br />IMPROVEMENT FUND FOR DRAINAGE IMPROVEMENTS TO THE <br />HIGHLAND BILTMORE NEIGHBORHOOD. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That the sum of $375,000 be appropriated in the Capital Improvement <br />Fund for drainage improvements to the Highland Biltmore neighborhood. <br /> <br /> 2. That these funds comprise grant monies received from the Virginia <br />Department of Housing and Community Development for flood mitigation. <br /> <br /> 3.
