60,000 pounds for three-axle vehicles and 70,000 pounds for four-axle vehicles, a single- axle weight not exceeding 20,000 pounds, tandem axle weight not exceeding 40,000 pounds, and a tri-axle grouping weight of no more than 50,000 pounds, with no single axle of such tri-~xle grouping exceeding the weight permitted for a single axle. Such permits shall be issued without cost. Such permit shall not designate the route to be traversed nor contain restrictions or conditions not applicable to other vehicles in their general use of the streets and highways. (b) Each vehicle, when loaded according to the provisions of the permit issued under this section, shall be operated at a reduced speed. The reduced speed limit is to be ten miles per hour slower than the legal speed limit in fif~y-five, forty-five, and thirty-five miles per hour speed limit zones. 2. That Sections 22-266 and 22-269 of the Code of the City of Portsmouth, Virginia (1988) be repealed. 3. That new Sections 22-266.1. 22-266.2. 22-268.1, 22-271, 22-271.1, 22- 271.2, 22-271.3, and 22-271.4 be adopted te read as follows: Sec. 22-266.1. Permits for excessive size and weight generally; penalty. (a) Required. A permit shall be required for the operation or movement of any vehicle within the city, whether laden or without load, of a size or weight, exceeding the maximums specified in Title 46.2 of the Code of Virginia. Application for such permit shall be made in writing on a form provided by the City Manager or his designee. The application shall show axle spacing and weight displacement and shall contain sketches indicating the size and placement of the load. Unless otherwise provided herein, the permit shall designate the route to be traversed and contain any other restrictions or conditions deemed necessary by the City Manager or his designee. (b) Fees. The fee for obtaining such a permit shall be paid at the time of the application and shall be as follows: (1) For each single-trip permit, $25.00. A single-trip pcumit shall authorize one trip between the point of origin and the point of destination and shall expire 13 days from the date of issuance. Return trips wili be covered under the same permit if requested on the application. The single-trip permit shall be the only permit which may be issued where the operation of the oversize or overweight vehicle requires a police escort. A copy of a valid certificate of automobile liability insurance in the amount of $500,000.00 must be furnished at the time of applicatiom (2) Single-trip house move permit, $50.00. All such movements shall require an engineering study m be done by the department of public works. The permit fee is due and payable whether a permk is issued or not.
