60,000 pounds for three-axle vehicles and 70,000 pounds for four-axle vehicles, a single- <br />axle weight not exceeding 20,000 pounds, tandem axle weight not exceeding 40,000 <br />pounds, and a tri-axle grouping weight of no more than 50,000 pounds, with no single <br />axle of such tri-~xle grouping exceeding the weight permitted for a single axle. Such <br />permits shall be issued without cost. Such permit shall not designate the route to be <br />traversed nor contain restrictions or conditions not applicable to other vehicles in their <br />general use of the streets and highways. <br /> <br /> (b) Each vehicle, when loaded according to the provisions of the permit issued <br />under this section, shall be operated at a reduced speed. The reduced speed limit is to be <br />ten miles per hour slower than the legal speed limit in fif~y-five, forty-five, and thirty-five <br />miles per hour speed limit zones. <br /> <br /> 2. That Sections 22-266 and 22-269 of the Code of the City of Portsmouth, <br /> Virginia (1988) be repealed. <br /> <br /> 3. That new Sections 22-266.1. 22-266.2. 22-268.1, 22-271, 22-271.1, 22- <br /> 271.2, 22-271.3, and 22-271.4 be adopted te read as follows: <br /> <br />Sec. 22-266.1. Permits for excessive size and weight generally; penalty. <br /> <br /> (a) Required. A permit shall be required for the operation or movement of <br />any vehicle within the city, whether laden or without load, of a size or weight, exceeding <br />the maximums specified in Title 46.2 of the Code of Virginia. Application for such <br />permit shall be made in writing on a form provided by the City Manager or his designee. <br />The application shall show axle spacing and weight displacement and shall contain <br />sketches indicating the size and placement of the load. Unless otherwise provided herein, <br />the permit shall designate the route to be traversed and contain any other restrictions or <br />conditions deemed necessary by the City Manager or his designee. <br /> <br /> (b) Fees. The fee for obtaining such a permit shall be paid at the time of the <br />application and shall be as follows: <br /> <br />(1) <br /> <br />For each single-trip permit, $25.00. A single-trip pcumit shall authorize <br />one trip between the point of origin and the point of destination and shall <br />expire 13 days from the date of issuance. Return trips wili be covered <br />under the same permit if requested on the application. The single-trip <br />permit shall be the only permit which may be issued where the operation <br />of the oversize or overweight vehicle requires a police escort. A copy of a <br />valid certificate of automobile liability insurance in the amount of <br />$500,000.00 must be furnished at the time of applicatiom <br /> <br />(2) <br /> <br />Single-trip house move permit, $50.00. All such movements shall require <br />an engineering study m be done by the department of public works. The <br />permit fee is due and payable whether a permk is issued or not. <br /> <br /> <br />
