AN ORDINANCE TO A3~END SECTION 8-1 .21 OF CHAPTER 8 OF <br />TM~E CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1951~ AS <br />A/MENDED, C~NCERNING APPROPRIATION ORDINANCES OR RESOLUTIONS. <br /> <br /> Be it ordainea by the Council of the City of Portsmouth Virginia, <br /> that Section 8-1.21 of ChapTer 8 of the Code of the City of ~ortsmouth, <br /> <br /> Virginia, 1951, as amended, be amended and re-or~ained To rea~ as follows: <br /> Section 8-1.21.
