AN ORDINANCE TO A3~END SECTION 8-1 .21 OF CHAPTER 8 OF <br />TM~E CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1951~ AS <br />A/MENDED, C~NCERNING APPROPRIATION ORDINANCES OR RESOLUTIONS. <br /> <br /> Be it ordainea by the Council of the City of Portsmouth Virginia, <br /> that Section 8-1.21 of ChapTer 8 of the Code of the City of ~ortsmouth, <br /> <br /> Virginia, 1951, as amended, be amended and re-or~ained To rea~ as follows: <br /> Section 8-1.21. Appropriation ordinances or resolutions. <br /> <br /> No ordinance or resolution appropriating money, other t_han that <br /> provided for in the monthly~ quarterly, semz-annual or annual appropriation <br /> ordinances, shall be valid ud~tess it shall be passea by the recorded affirma- <br /> tive vote of the m~jority of all the members elected To the council. <br /> <br /> This ordinance being necessary for the preservation of the grdblic <br />health, morals and safety an emergency is declared to exist and it shal~l take <br />effect from its passage° <br /> <br /> Adepted ma ~ meetin~ ~f City Ce~cil held oR A~St I1~ 19~9~,~ <br /> <br /> <br />
