AN ORDINANCE TO AI~fEND SECTION 2-16 OF CHAPTER 2 OF THE CODE <br />OF THE CITY_ OF PORTSMOb~fH, VIRGINIA, 1951, CONCERNING APPRO- <br />PRIATION ORDINANCES OR RESOLUTIONS, I~OSING OF TAXES AND <br />AUTHORIZATION OF BORROWING. <br /> <br /> Be it ordained by the Council of the City of Portsmouth, Virginia, <br />that Section 2-16 of Chapter 2 of the Code of the City of Portsmouth. <br />virginia, 1951, be amended and re-ordained to read as follows: <br /> <br /> 8ec~ 2-16. Ordinances, etc., appropriating more than a hundred <br />dollars; ordinances appropriating more than a thousand dollars, imposing taxes <br />or authorizing borrowing. <br /> <br /> No ordinance or resolutionappropriating money exceeding the sum of <br />one hundred dollars shall be passed except by a recorded affirmative vote of' a <br />~najority of all the members elected to the council, nor shall any ordinance or <br />resolution appropriating money exceeding the sam of one thousand dollars, im- <br />posinE taxes, or authorizin~ the borrowing of money, be passed on the day of <br />its introduction, nor shall any such ordinance or resolution be valid unless <br />least three days intervene between its introduction and passage. <br /> <br /> This ordinance being necessary for the preservation of the public <br />health, morals and safety an emergency is declared to exist and it shall take <br />effect from its passage° <br /> <br />Adopted at a meeting of City Conncil held on A~t 11, 1959. <br /> <br /> <br />
