No ordinanc~ or resolution appropriating money, other than that provided <br />for in the monthly~ quarterly, semi-annual or annual appropriation ordinances, shall <br />be valid unless it shall be passed by the recorded affirmative vote of two-thirds <br />of alt the members elected to the council. <br /> <br />Sec. 8-1.22. Conzractor's performance bond. <br /> <br /> All bonds required of contractors doing work for th~ city under contract <br />shall contain a provision guaranteeing the payment of all bills for labor and material <br />furnished in and about the construction of such work. <br /> <br />Sec. 8-1o23. Destruction of paid and cancelled bonds and interest coupons. <br /> <br /> All bonds and interest coupons ~vhich have been paid and cancelled for more <br />than ten years, and all interest coupons which are surrendered on bonds registered <br />both as to principal and interest, shall be destroyed and burned by the City Auditor <br />in the presence of two members of the council designated by the council. A certifi- <br />cate, signed by the City Auditor and the witnesses, showing the numbers and amounts <br />of the bonds and coupons and the dates of zssue shall be returned to the next meeting <br />of the council and entered in full on the minutes of the council. <br /> <br />Sec. 8-1o24. When bids required; award; purchases. <br /> <br /> All supplies furnished the city and all work done for the city costing more <br />than one hundred dollars shall be by bids from two or more persons, and awards for <br />the same shall he made to the lowest responsible bidder, taking into consideration <br />the quality and durability of the supplies to be purchased. Mo purchases shall be <br />made or work ordered except upon requisitions approved by the City Manager° <br /> <br /> Article III. City Auditor. <br /> <br />Sec. 8-1.25.
