Be it ordained by the Council of the City of Portsmouth~ Virginia, that the Code of the City of Portsmouth, Virginla~ 1951, be ~m~ded by adding to Chapter 2 ther~f a new ~rticle n~bered X!I to read as follows: ARTI~E XII. Department of Recreation and Parks. Section 2-82. Establishment of department. ~.ere shall be a de~rtment of the cit~ ~overnment ~own and designated as the departm~t of recreation and ~rks which s~ll consist of the director eT recreztio~ and parks and such other officers and employees organized into such bureaus, divisions and other ~its as may be provided by ordinance or by orders of the city ~ger consistent therewith. Section 2-83. Director of recreation and parks. ~ne director of recreation and parks shall be appointed by the City Manager and s~ll be subject to his direction and control. S~tion 2-84. Powers and duties. Subject to the supervision and control of the city manager ~n all matters ~nd pursuan~ to ordinances regulating the same, the director of recreation and parks shall be charged with the a~inistratiol~ of the affairs of his department; the supervision, pla~lng, management, car~ and control of all public parks, gar- dens, and city beautification; the ~nagem~t. and supervision of cemeteries or public burying greeds; the ~intenance ~d preservation of shade ~rees and shrub- bery; the supervision, ~nagement, care and contmol of all recreative facilities of the city, now owned or hereafter acquired, other than school playgro~ds, and school playgrounds to such extent as shall be approved by the school b~rd.
