AN OP~DINANCE TO At~END ARTICLE IX OF CI~APTER 30 OF ~kiE CODE <br />OF THE CITY OF PORTS~OUTH, VIRGINIA. 1951, ENACTED ON OCTOBER 8, <br />1957, AS AN~ENDED, BY ADDING TBqERETO SECTIONS 30-180 THROUGH <br />30-184, INCLUSIVE, PROVIDING FOR THE OPERATION OF CERTAIN OFF- <br />Sq~cEET PARKING LOTS WITH ATTk~NDANTS AND TINfE-STA~!nED TICKETS. <br />AUTHORIZING SALE AND REDENL~TION OF PA~KING COUPONS FOR USE IN <br />CONNECTION THEREWITH, AND DEFINING VIOLATIONS THEREOF. <br /> <br /> 8e it ordained by the Council of the City of Portsmouth, Virginia, <br />that Article IX of Chapter 30 of the Code of the City of Portsmouth, Vir- <br />ginia, 1951, enacted on October 8, 1957, as amended, be amended by adding <br />thereto Sections 30-180 through 30-184, inclusive, go read as follows: <br /> <br />Section 30-180. Operation by Attendants. <br /> <br /> Notwithstanding any other provisions of this Article, the City Manager <br />may remove the parking meters from any off-stree~ parking lot or lots, other <br />than Municipal Square Parking Lot, and thereafter collect parking fees for <br />use of said lot or lots through a system whereby an attendant will issue a <br />time-stamped ticket which may be satisfied upon cash payment by the operazor <br />of the motor vehicle, by surrender of parking coupons issued in accordance <br />with Section 30-181 hereof, or both. The method of operation provided by <br />this Section and Sections 30-181 through S0-183 hereof, inclusive, shall not <br />be applied to Proctor Square Parking Lot unless and until the underwriting <br />merchantile establishments contracting under Section 30-176 hereof shall <br />have requested cancellation of the existing con~racz covering operation of <br />said lot. <br /> <br />Section 30-181. Same - Sale of Parking Coupons. <br /> <br /> ~enever the arrangement contemplated by Section 30-180 hereof shall <br />have become operative, the Director of Finance shall cause to be printed <br />serially numbered parking coupons which shall each be valid for one hour of <br />parking on any lot operated pursuant to Section 30-180 hereof. Such parking <br />coupons shall be sold through the office of the City Treasurer. The sales <br />price of each such parking coupon shall be twelve and one-half (12½) cents <br />and refunds for parking coupons not used may be made to the purchaser thereof <br />in accordance with regulations to be promulgated by the Director of Finance. <br />Such parking coupons shall be dated when presented to the ultimate user there- <br />of and shall be valid only on that date. <br /> <br />Section 30-182. Same - Fees for Parking. <br /> <br /> For each one hour period or fractional part thereof indicated on the <br />time-stamped ticket issued by the attendant, the operator of the motor vehicle <br />upon leaving the lot shall pay the attendant ten (10) cents or surrender for <br />cancellation one parking coupon issued uuder Section 30-181 hereof. <br /> <br /> <br />
