AN OP~DINANCE TO At~END ARTICLE IX OF CI~APTER 30 OF ~kiE CODE OF THE CITY OF PORTS~OUTH, VIRGINIA. 1951, ENACTED ON OCTOBER 8, 1957, AS AN~ENDED, BY ADDING TBqERETO SECTIONS 30-180 THROUGH 30-184, INCLUSIVE, PROVIDING FOR THE OPERATION OF CERTAIN OFF- Sq~cEET PARKING LOTS WITH ATTk~NDANTS AND TINfE-STA~!nED TICKETS. AUTHORIZING SALE AND REDENL~TION OF PA~KING COUPONS FOR USE IN CONNECTION THEREWITH, AND DEFINING VIOLATIONS THEREOF. 8e it ordained by the Council of the City of Portsmouth, Virginia, that Article IX of Chapter 30 of the Code of the City of Portsmouth, Vir- ginia, 1951, enacted on October 8, 1957, as amended, be amended by adding thereto Sections 30-180 through 30-184, inclusive, go read as follows: Section 30-180. Operation by Attendants. Notwithstanding any other provisions of this Article, the City Manager may remove the parking meters from any off-stree~ parking lot or lots, other than Municipal Square Parking Lot, and thereafter collect parking fees for use of said lot or lots through a system whereby an attendant will issue a time-stamped ticket which may be satisfied upon cash payment by the operazor of the motor vehicle, by surrender of parking coupons issued in accordance with Section 30-181 hereof, or both. The method of operation provided by this Section and Sections 30-181 through S0-183 hereof, inclusive, shall not be applied to Proctor Square Parking Lot unless and until the underwriting merchantile establishments contracting under Section 30-176 hereof shall have requested cancellation of the existing con~racz covering operation of said lot. Section 30-181. Same - Sale of Parking Coupons. ~enever the arrangement contemplated by Section 30-180 hereof shall have become operative, the Director of Finance shall cause to be printed serially numbered parking coupons which shall each be valid for one hour of parking on any lot operated pursuant to Section 30-180 hereof. Such parking coupons shall be sold through the office of the City Treasurer. The sales price of each such parking coupon shall be twelve and one-half (12½) cents and refunds for parking coupons not used may be made to the purchaser thereof in accordance with regulations to be promulgated by the Director of Finance. Such parking coupons shall be dated when presented to the ultimate user there- of and shall be valid only on that date. Section 30-182. Same - Fees for Parking. For each one hour period or fractional part thereof indicated on the time-stamped ticket issued by the attendant, the operator of the motor vehicle upon leaving the lot shall pay the attendant ten (10) cents or surrender for cancellation one parking coupon issued uuder Section 30-181 hereof.
