(a) Any person who operates or any owner who operates or permits ~o be operated a vehicle upon the streevs of the City without first procuring the license required by this article shall be guilty of a misdemeanor mhd shall be fined not less than $10.00 nor more than $50°00, and each day's violation there- of shall be deemed a separane offense° %he finding of any vehicle on any o£ the streets, alleys, lanes or public places of thc City of Portsmouth without a proper City of portsmouth license plate attached thereto shall be prima facie evidence that the said vehicle was operated in ~he Ci%y of Portsmouth by the owner thereof~ (b) Any person who shall knowingly use any liceDse plate issued under this article on any other vehicle, other than the one for which issued or to which transferred by Lhe Conn~issioner of the Revenue, shall upon conviction thereof be fined not less than $~o00 nor more than (c) Any person %~ho shall own or opera%e a motor vehicle without properly displaying the license plate oD the front or rear thereof shall be fined $~o00 and each aay's vio!~tion thereof shall be deemed a sep&rate offense° Section ~: Any person who purchased a license plate under the License Tax Ordinance of the City of Portsmouth for the tax year endin~ April g0, 19~0, shall be given a credit of one third of the amoun~ paid for the license to pmre 5owards the purchase of a license pla?e under this ordinance for the tax year beginning January I~ 19~0, and any such plate issued for the 5ax year ending April 30, 1960, shall expire and be of no further validity after Jan- uary gl, t9~0o Section 3: Those portions of the License ~ax Ordinance of the City of P~rtsmouth, as amended, inconsistent herewith are hereby repealed effective December 31, 1959, except that prosecutions for violations of any provision -8-
