Be it ordained by the Council of the City of Portsmouth, Virginxa: Section 1~ That the Code of the City of Portsmouth Vix~inia. 1951, be amended by adding zo Chapter 8 thereof a new article numberee VIII. con- sisting of Sections 8-78 no 8-90, inclusive to read as follows: Article VIII. Licenses for motor vehicles, trailers and semitrailers. Sec. 8-78, Levy of license tax on motor vehicles, trailers and semi- trailers. For the year beginning January 1, 1960, and ending December 31, !Pa0. and also for each and every year therea~ter beginning with January 1 of each year and endinv with December 31 following until otherwise changed, there is hereby levied ard there shall be collected from every person, 7irm ~r corpora- tion having a place of residence in the City of Portsmouth, or having a place of business in the City of Portsmouth, or who habitually opera,es a motor vehicle, trailer or semitrailer from a residence or place of business in connection with a business or occupation carried on in the City, a license tax on each motor vehicle, trailer or semitrailer owned or kept or used by such person in the City of Portsmouth, at the razes se~ forth in Sections 8-79 through 8-83, hereof, which said license taxes shall be for the purpose of providing funds for the operation of the city government the payment of the city debt~ and for other municipal purposes.
