AN ORDINANCE TO AMEND SECTION 30-155 OF THE CODE OF THE CITY OF PORTSMOUTH VIRGINIA, 1951~ CONCERNING THE PROCEDURE IN CASE OF VIOLATION OF CHAPTER 30, ARTICLE VIII, PARKING METERS. Be it ordained by the Council of the City of Portsmouth Section 30-155 of the Code of the City of Portsmouth Virginia- and reordained to read as follows: Virginia~ that 1951. be amended Section 30-155~ Procedure in case of violation of article. It shall be the duty of the police officers of the city, acting zn accord- ance with instructions issued by the chief of police~ uo report: (a) The number of each parking meter %vhich indicated that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this article; (b) The s~ate license number of such vehicle; (c) The length of time during which said vehicle is parked, in violation of any of the provisions of this article; (d) Any o2her facts, a knowledge of which is necessary ~o s thorough understanding of the circumstances atzendin~ such violation. Each such police officer shall attach to such vehicle a notice to the owner thereof, that such vehicle has been parked in violation of a provision of this article and instructing such owner ~o repor~ ~o the clerk of the 5~nicipal Court, Traffic Division. of the City in regard to such violation. Each such o~er may, within seventy-two hours of the time when such notice was attached so such vehicle pay to the said hlerk a penalty in the sum of one dollar for each hour >r frac- tion thereof~ during which such vehicle occupied such parking space in viciation of any of the proviszons of this article. If the owner of such vehicle fails mo make such paymenm to the said clerk within seventy-~wo hours of the time when such notice was attached 5o such vehicle, then an additional notice shall be given to such owner, and an additional penalty of one dollar shall be charged for said additional notice. 7~b_e failure of such owner ~o pay to the said clerk the penalty for the violation and the one dollar for the additional notice within eight days from the date of violation shall render such o%wner subject ~o the penalties provided in Section 30-160.
