AN ORDINANCE TO AMEND SECTIONS 8-78 ;JYD 8-79 A~ND TO REPEAL SECTION 8-89 OF THE CODE OF TME CITY OF PORTSMOUTH, VIR- GINIA, 1951, AS ADOPTED OCTOBER 27, 1959, R~uATING TO LEVY OF LICENSE TAX ON MOTOR VEHICLES, TEAILERS AND SE~ITEAILERS. Be it ordained by the Council of the City of Portsmouth, Vir~inia~ Section 1: ~at Sections 8-78 and 8-79 of the Code of the City of Portsmouth, Virginia, lSSl~ as adopted October 27, 1959, be amended and rsordalned to read as follows: Sec. 8-?8° Levy of license tax on motor vehicles, trailers and semi- trailers. For the year beginning January i~ 1960, and ending December 31, 1960, and also for each and every year thereafter beginning with January 1 of each year and ending with December 31 following until otherwise changed~ there is hereby levied and there shall be collected from every person, firm or tion (1) having a place of residence in the City of Portsmouth, or (2) having a place of business in the City of Portsmouth, or (3) who habitb~tly operates a motor vehicle, trailer or semitrailer from a residence or place of ~msincss in corn/ection with a b~siness or occupation carric~ on in the City, or (4) who :owes a motor vehicle, trailer or semitrailer which is kept in the City of Por5s- ~outh and used upon the public streets of said City, a license tax on each motor ehiele~ trailer or ~emitrailer owned or kept or used by such person in the ~ity of Portsmouth~ a~ the rates set forth in Sections 8-79 through 8-8S, here- 6f. which said license taxes shall be for the purpose of providing funds for the operation of the city government, the pa}unen~ of the city de~t, and for other municipal purposes. Sec. 8-79 ~ License rexes on vehicles designee and used for trans- portation of ~ssengers; weights used for computin~ fees; bureen of proof~ (a) The annual license t~E on motor v~licles, traitors a~ud semi- trailers, designed and used for the transportation of passengers upon the streets of this City are: (1) $10.00 for a private motor vehicle other than a motor- cycle ~ith a-normal seatin~ ca.city of not more than 8 persons, inctuaing the driver, if such private motor vehicle is nog used for the transportation of passengers for compensation and is not kept or used for rent or for hire, or is not operated under a lease without a chauffeur.
