City, the person, firm, corporation or association applying for the use <br />thereof shall pay a monthly rental charge of $20.00 per container, in addi- <br />tion to the service charges zmposed under Section 5. In order to rent con- <br />tainers from the City, the lessee must provide upon the premises two storage <br />spaces for each such container. <br /> <br /> Section 7. Charges for Handling Refuse at City Incinerators, <br /> Dumps and Land Fills. <br /> Whenever refuse brought by any person to a City incinerator, <br />dump or land fill for disposal is of such volume or character as to cause <br />undue expense to the City, the Director shall refuse to accept the same un- <br />less such person shall have agreed to pay a service charge based upon the <br />cos~ of handling and disposing of such refuse. <br /> <br /> Section 8. Service Charge for Special Trips. <br /> Whenever any person, firm, corporation or association requests <br />that garbage or refuse be collected at any time other than in the course of <br />regularly scheduled routing of garbage trucks, a service charge of $5.00 per <br />trip shall be imposed and collected. <br /> <br /> Section 9. Billing and Collection Procedures. <br /> (a) The minimum service charge under Section 4 shall be billed <br />quarterly in advance. Where such service exceeds the minimum, additional <br />bills will be rendered at the end of each month for the excess service~ <br /> <br /> (b) The minimum service charge under Sections 5 and 6shalt be <br />billed monthly in advance. Where such service exceeds the minimum, ad~itiona~ ~ <br />bills will be rendered at the end of each month for the excess service. <br /> <br /> (c) The Director shall render bills for service charges under <br />Sections 7 and 8 weekly. <br /> <br /> (d) Where the amount of excess service charges or the serv~ <br />charges under Section ? or 8 warrant, the Director may require an <br />deposit against future service charges. <br /> <br /> (e) All bills rendered under this ordinance are due and <br />at the office of the City Treasurer upon presentment, and shall be <br />delinquent if not paid within fifteen (15) days of the date issued <br />bill is not paid within such fifteen (15) day period, an addition~l <br />of $10.00 shall be added thereto and collected therewith to <br />collecting. <br /> <br /> This ordinance being necessary for the preservation of th, <br />health, morals and safety, an emergency is declared ~o exist, and it <br />take effect fro~ and after its passage. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virg <br />Ju~e 27, 1961. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
