conducting any business or indus~rial establishment as defined herein, as distinguished from the owner of the premises in- volved. (e) "Director" is the Director of Public Works of the City of Portsmouth or his authorized representative. Section 2. Service Charges Imposed. For the period beginnin~ July 1, 1961, and thereafter, the service charges prescribed in this ordinance are imposed and shall be collect- ed for collection and disposal of garbage and refuse from all business and industrial establishments within the City of Portsmouth. Such charges shall be paid by the operator of the business or industry, unless otherwise specifi- cally provided. Section 3, Rates Based on Standard Containers. Rates for service charges hereunder shall be based upon the use of standard thirty-two (32) gallon containers or approved Dumpster-type containers of 6, 8 or 10 cubic yard capacity. Where the operator fails to store garbage and refuse in such standard containers, the DirecTor shall estimate the volume of garbage and refuse in the equivalent of thirty-two gallon containers and billing shall be made accordingly. Section 4. Rates for Thirty-Two Gallon Containers. Where garbage and refuse are stored in thirty-two gallon con- tainers, or the equivalent thereof, the minimum service charge for each three months period shal~be based upon the number of collections provided each week as follows: Collections per week Minimum charge per quarter S 6.00 $12.00 $18.00 $21.00 $24.00 If the. garbage and refuse collected-, from any business or industrial establish- ment in any one week exceeds twelve (12) thirty-two (32) gallon containers, or the equivalent thereof, there will be an additional charge of fifteen (15) cents for each such unit. Section 5. Rates For Emptying Dumpster-type Containers. Where any person, firm, corporation or association provides a Dumpster-type container approved by the Director, of 6, 8 or l0 cubic yard capa¢izy, the minimum service charge for emptying the same shall be per month. The minimum service charge shall cover emptying each such container no~ more than 8 times per month, and the service charge for each time the con- tainer~is emptied thereafter in any month shall be $2.50.
