conducting any business or indus~rial establishment as defined <br />herein, as distinguished from the owner of the premises in- <br />volved. <br /> <br />(e) "Director" is the Director of Public Works of the City of <br />Portsmouth or his authorized representative. <br /> <br /> Section 2. Service Charges Imposed. <br /> For the period beginnin~ July 1, 1961, and thereafter, the <br />service charges prescribed in this ordinance are imposed and shall be collect- <br />ed for collection and disposal of garbage and refuse from all business and <br />industrial establishments within the City of Portsmouth. Such charges shall <br />be paid by the operator of the business or industry, unless otherwise specifi- <br />cally provided. <br /> <br /> Section 3, Rates Based on Standard Containers. <br /> Rates for service charges hereunder shall be based upon the <br />use of standard thirty-two (32) gallon containers or approved Dumpster-type <br />containers of 6, 8 or 10 cubic yard capacity. Where the operator fails to <br />store garbage and refuse in such standard containers, the DirecTor shall <br />estimate the volume of garbage and refuse in the equivalent of thirty-two <br />gallon containers and billing shall be made accordingly. <br /> <br /> Section 4. Rates for Thirty-Two Gallon Containers. <br /> Where garbage and refuse are stored in thirty-two gallon con- <br />tainers, or the equivalent thereof, the minimum service charge for each three <br />months period shal~be based upon the number of collections provided each <br />week as follows: <br /> <br />Collections per week <br /> <br />Minimum charge per quarter <br /> <br />S 6.00 <br />$12.00 <br />$18.00 <br />$21.00 <br />$24.00 <br /> <br />If the. garbage and refuse collected-, from any business or industrial establish- <br />ment in any one week exceeds twelve (12) thirty-two (32) gallon containers, <br />or the equivalent thereof, there will be an additional charge of fifteen (15) <br />cents for each such unit. <br /> <br /> Section 5. Rates For Emptying Dumpster-type Containers. <br /> Where any person, firm, corporation or association provides <br />a Dumpster-type container approved by the Director, of 6, 8 or l0 cubic yard <br />capa¢izy, the minimum service charge for emptying the same shall be <br />per month. The minimum service charge shall cover emptying each such container <br />no~ more than 8 times per month, and the service charge for each time the con- <br />tainer~is emptied thereafter in any month shall be $2.50. <br /> <br />Section 6.
