A_N ORDINANCE APPROVING TH~ PREP.~_RATION OF A GENEP~L NEIGHBOR~{OOD R~EE~fAL <br />PLAN IN CONNECTION WITH PROPOSED REDEVELOPMENT PROJECTS, AND FILING G~ ;uN <br />APPLICATION FOR FEDERAL ADVANCE OF FUNDS. <br /> <br /> %r~EREAS, under Title I of the Housing Act of 1949, as amended, the Housing <br />and Home Finance Administrator is authorized to extend financial assistance to <br />localities in the elimination and prevention of the spread of their slums and <br />urban blight through the planning and undertaking of urban renewal projects, in- <br />cluding redevelopment projects; and <br /> <br /> W~EREAS, under Section 102 (d) of said Title I, the Housin~ and Home Finance <br />Administrator may make advances of funds for the preparation of General NeighBor- <br />hood Renewal Plans for urban renewal areas of such scope that the urban renewal <br />activities therein may hays to he carried out in stages over a period of not more <br />Than 10 years: and <br /> <br /> W~EREAS~ ii is desirable and in the public interest that the Portsmouth Re- <br />development and Housing Authority prepare such a General Neighborhood Renewal Plan, <br />presently estimated to cost $30~000~00 in that certain area proposed as a General <br />Neighborhood Renewal Area, includinE possible Redevelopmen~ Pro~ect areas, situated <br />in the City of Portsmouth and State of Virginia, and described as follows: <br /> <br />All that certain land generally bounded as follows: beginninE <br />at the intersection of HiEh Street and Second Avenue, thence north <br />along Second Avenue to Glasgow Street; thence east alone Glasgow <br />Street to the eastern boundary of Oak Grove Cemetery; thence in <br />a northerly and northwesterly direction alone the boundary of said <br />cemetery and the southern and western Boundaries of a city play- <br />ground to a point in Leckie Street; thence in a northerly direction <br />to Scott's Creek; thence in a northerly and easterly direction in <br />Scott's Creek to the Naval Hospital grounds; thence along the ~rounds <br />of said Hospital to the intersection of Naval Avenue and Fort Lane; <br />thence south along Fort Lane ~o the southern boundary of Cedar Grove <br />Cemetery; thence in an easterly direction along the southern boundary <br />of said cemetery and alone North Street to WashinEton Street; thence <br />north along Washington Street to the southern side of the Harbor 'View <br />Apartments property line; thence in an easterly direction alone said <br />property line and across Crawford Bay to the bulkhead line a~ the <br />northeast corner of the former Seaboard Railroad waterfront terminals; <br />thence in a southerly direction along said bulk.head line to a point <br />40 feet south of High Street extended; thence west to Water Street; <br />thence north alone Water Street to London Street; thence west alone <br />London Street to C~estnut Street; thence south along Chestnut Street <br />to HiEh Street; thence west alone High Street to the point of begin- <br />ning;;the smid area being show~ outlined in heavy black broken lines <br />on the plat entitled "Parkview Neighborhood Conservation Plan,'~ dated <br />J~nuary~ 19~l, on file in the City Planning Commission office. <br /> <br /> NOW, TM~EREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia~ as follows: <br /> <br /> Section Io That the proposed Genera/ Neighborhood Renewal Area described <br />above is an area of such scope that it is estimated that the urban renewal or re- <br />development activities therein may have to be carried out in s~aEes over a period <br /> <br /> <br />
