ORDINANCE REQL~ESTING THAT THE GENERAL ASSE~iB~L¥ A~D C~P~ IV ~ ~ XII ~ ~E C~RT~ OF ~E CI~ ~ POR~O~, BY ~ ING ~IN S~TI~S ~E~OF ~ ADDING C~TAIN N~ S~TI~S ~E~- IN ~E ~ ~E~IN DE~RIB~. WHEREAS~ Sections 15-65.3 and 15-77.74 of the Code of Virginia, 1950, as amended, provide for amendment of city charters upon the holding of a pub- lic hearing and request of the City Council to the General Assembly; and WHEREAS~ the City Council is of the opinion that certain amendmen ts to the Charter of the City of Portsmouth are necessary and desirable at this time~ and has held the public hearing specified in the above-mentioned code sections. NOW, THEREFORE~ BE IT ORDAINED by the Council of the City of Portsmouth Virginia, that: Section 10 ~ae City Attorney is hereby directed to prepare, and the City ~ana~er to transmit to the General Assembly, together with certified copies of this ordinance, drafts of bills ~mending the hereinafter mentioned sections of, and adding new sections to, the Charter of the City of Portsmouth so that said amended sections and new sections shall read as follows: (Amendment.) Chapter IV, Section 33. Property assessments. (a) All real estate and personal property within the city of Portsmouth shall be assessed for taxation in accordance with the provisions of the general laws of the State~ except as hereafter provided in subsection (b) hereof. (b) (1) The co~mcil may, in lieu of the method now prescribed by law. provide for the annual assessment of real estate for taxation. To that end it may appoint a single assessor of real estate to assess such real estate for taxation~ may prescribe the duties and term of office of such assessor, may re- quire that he give his entire time to the duties of his office, may remove him for cause~ may fix his compensation~ which shall be payable out of the treasury of the city~ and may provide for such technical and clerical assistance as may be necessary or advisable and for the payment of any other expenses that may be properly incident thereto. The annual assessments shall be completed by the assessor by the thirty-first day of August of the year in which they are made. (2) All such real estate shall be assessed at its fair market value and the t~xes for each year on such real estate shall be extended on the bm sis of the last assessment made prior to such year, subject to such changes as may have been lawfully made. (3) The council may provide that all duties now devolved upon the commissioner of the revenue of the city with respect to the assessment of real estate shall be transferred to and devolve upon the assessor appointed pursuant to this subse~tion~ and the assessor shall pre,are the land books and extend
