Notwithstanding the foregoing provisions, <br />the city m~y decrease the speed limits set forth <br />in subsections !.(a) through 1.(c) of this section <br />and may increase or decrease the speed limits set <br />forth in subsections t,(f) through 1.(h) of this <br />section on any highway in the city. Such increased <br />or decreased speed limits shall be effective only <br />when prescribed after an engineering and traffic <br />investigati~n ahd when indicated upon the highway <br />by signs,~ <br /> <br />4.
