-3. Notwithstanding the foregoing provisions, <br />the city m~y decrease the speed limits set forth <br />in subsections !.(a) through 1.(c) of this section <br />and may increase or decrease the speed limits set <br />forth in subsections t,(f) through 1.(h) of this <br />section on any highway in the city. Such increased <br />or decreased speed limits shall be effective only <br />when prescribed after an engineering and traffic <br />investigati~n ahd when indicated upon the highway <br />by signs,~ <br /> <br />4. Any person-violating this sectidn shall be <br />guiltM of a misdemeanor and upon conviction shall <br />be punished as provided in section 18-2S. <br /> <br />Sec.~8~[~:~,' Prohibiting '~onviction forspeeding <br /> ..... ~"'~ '~ in certain areas unless markers <br /> installed~ <br /> <br /> No person shall be convicted of a violation <br /> of an ordinance enacted pursuant to the provisions <br /> of s~ction 46.1-180 of the Code of Virginia~ 1950, <br /> as amended, decreasing the speed limit established <br /> in section 46,1-195 of the Code of Virginia, i950~ <br />as amended, when such person has exceeded the <br />~.speed limit in the area where the speed.limit has <br /> been decreased unless such area is clearly indicated <br /> by a conspicuous marker at the termini of such area° <br /> <br />Sec, 18-53. <br /> <br />Use of chemical analysis to determine <br />alcohol in bl~od; procedure; costs; <br />evidence. <br /> <br /> '(a) As used in this section "license" means <br />any operator's, chauffeur's or learner's permit <br />authorizing the operation of a motor vehicle upon <br />the highways. <br /> <br /> (b) .Any person, whether licensed'by Virginia <br />or not, who operates a motor vehicle in this city <br />shall be deemed thereby to have agreed as a condition <br />of at,ch operation to consent tO, and shall be <br /> <br /> <br />
