'by this subsection. <br /> <br /> Such portable or fixed <br />blinking signs shall be placed in a position <br />plainly visible to vehicular traffic approaching <br />from either direction but shall not be placed <br />so as to obstruct the roadway. Such portable <br /> gns shall be in a position for 30 minutes <br />preceding regular school hours and for 30 minutes <br />thereafter and during such other times as the <br />presence o~ children on such school property <br />reasonably requires a special warning to motorists. <br />Provided, however, the city may decrease the speed <br />limit provided in this subsection, and provided <br />further that no such decrease in speed limit shall <br />be effective unless such decreased speed limit is <br />conspicuously posted upon the portable or fixed <br />blinking signs required by this subsection. <br /> <br /> (g) Twenty-five miles per hour on highways <br />in a business or residential district, except <br />upon Interstate or other limited access highways <br />with divided roadways. <br /> <br /> (h) Thirty-five miles per hour on highways <br />in any city or to~m except upon Interstate or <br />other limited access highways with divfded roadways. <br /> <br />2. Minimum speed limits. <br /> <br /> (a) No person shall drive a motor vehicle <br />at suck a slow speed as to impede the normal and <br />reasonable movement of traffic except when reduced <br />speed is necegsary for safe operation or in <br />compliance with lawo <br /> <br /> (b) Whenever the city shall determine on the <br />basis of an engineering and traffic investigation <br />that slow speeds on any part of a highway consistently <br />impede the normal and reasonable movement of traffic, <br />the city may determine and declare a minimum speed <br />limit to be set forth on signs posted on such <br />highway below which no person shall drive a vehicle <br />except when necessarX for safe operation or in <br />compliance With law, provided that such minimum <br />speed limit shall not apply to a school 'bus carrying <br />children. <br /> <br /> <br />
