If any person elected <br />as such member 'shall 'for ten days after receiving <br />notice of such election fail to take such oath he <br />shall be considered as having declined s~id~ office, <br />and the same shall be deemed vacant. They shall elect a chairman, a <br />vice-ch~irmamand such other officers thereof, if any,- <br />as ihey may deem necessary. A majority of the members <br />of said board shall constitute a quorum for the <br />trans~ction of business. The board shall have the <br />control and management of the Portsmouth Public Library, <br />and shall make and adopt such by-laws, rules and <br />regulations for their guidance and for the control and <br />management qf the Portsmouth Public Library as may be <br />deemed necessary and expedient.
