KN ORDINANCE TO A~ND SECTION 3 OF THE ORDINANCE ENTITLED "AN <br />ORDINANCE TO REGULATE [~ND ASSURE TtlE ORDERLY SUBDIVISION AND <br />DEVELOPMENT OF LAND WtTHIN ~tE CORPOIL&TE LIMITS OF ~{E CITY OF <br />PORTSMOUTN, AND WITNIN ^ DISTANCE OF TItREE MILES THEREFROM~ .AND <br />TO REQUIRE TIlE PLATTING AND RECORDATION OF SUCii SUBDIVISIONS/' <br />ADOPTED MARCH 27~ !956, RELATING TO ~iE PROCEDURE FOR APPROVING <br />AND RECORDING SUBDIVISION PLATS. <br /> <br /> Be it ordained by the Council of the City of Portsmouth, <br />Virginia, that Section 3 of the ordinance entitled "An Ordinance To <br />Regulate and Assure The Orderly Subdivision And Development Of Land <br />Within The Corporate Limits Of The City of Portsmouth And Within A <br />Distance of Three Miles Therefrom: And To Require The Platting and <br />Recordation Of Such Subdivisions/' adopted March 27, 1956~ be <br />amended and reordained to read as follows: <br /> <br />SECTION 3 <br /> <br />PROCEDURE <br /> <br />PRE-APPLICATION STUDIES: Prior to filing a preliminary plat, <br />subdividers are invited ~o dxscuss their ideas and development <br />problems with the Planning Director and/or Planning Commission, <br />provided any sketches or questions to be placed before the <br />Commission are received not less th~n eight days prior to a <br />regular monthly meeting, <br /> <br />APPLICATION FOR PRELiMiNA~ PLAT APPROVAL: Whenever any <br />subdivision or resubdivision of land is proposed~ the subdivider <br />shall apply in writing to the Planning Comm~ission and submi~ a <br />preliminary plat ~n accordance with Section ~ of this ordinance. <br />To receive consideration at the next subsequent meeting of the <br />Planning Commission~ the application and preliminary plat shall <br />be filed not less than eight days prior to such meeting. <br /> <br />PL.~NNING COF~4ISSION ACTION ON PRELIMINARY PLATS: The Planning <br />Com~mission shall give careful study to the preliminary ptat, <br />taking into consideration the requirements of the community and <br />the best use of the !and to be subdivided, together with its <br />prospective character, whether residential, commercial, or <br />industrial. Attention shall be given to street widths~ arrange- <br />ment~ and circulation; surface drainage and sanitation; lot sizes <br />and arrangement; and to such neighborhood and community require- <br />ments as those of parks, school and playground sites; and main <br /> <br /> <br />
