.AN OP~INi%NCE Ab7HORIZING .~ND DIRECTING THE PORTSMOUTH CITY PLANNING <br />CO~¥!ISSiON TO PR£PARE AN URBk~ P~NEW~L PL~ FOR A PROJECT IN THE <br />PARKVIEW AREA, TO APPLY TO T~';E ~°PROPRiATE FEDERAL AGENCIES FOR VARIOUS <br />KINDS UP ~tNANCIAL ASStSTB>~CE~ TO DISSEMINATE INFOR~ATION, TO PROVIDE <br />ASSISTANCE, AND FO iNCUR CERTAIN EXPENSES; iMP~ING CERTAIN DL~FtES UPON <br />~/4E CITY MANAGER; AND D~7tNtNG ~lE PROJECT AREA. <br /> <br /> Be it ordained by the Com~cii of the City of Portsmouth~ <br />Firginia: <br /> <br /> 1. The Portsmouth City Planning Commission (hereinafter called <br />the Co~ission) is hereby authorized and directed to prepare an Urban <br />Renewal Plan for an Urban Renewal Project within the area hereinafter <br />defined~ such plan to contemplate the City as the Local Public Agency in <br />the execution thereof and to describe (among other things) conserYa~ion~ <br />rehabilitation and other actions necessary or advisable to effectuate <br />the project plan. <br /> <br /> 2o In the preparation of the aforesaid plan, th~ Commission <br />will utilize its knowledge and experience relating to housing conditions, <br />and make an extensive survey of the Project ~rea directed'toward ascer- <br />taining the physical condition and characteristics of property therein~ <br />as well as its suitabilit~ for voluntary rehabilitation and conservation. <br /> <br /> 3. The Commission will also prepare on the City's behalf an <br />application to the Housing and HOme Finance Agency in accordance with the <br />~ales and regulations of that Agency, requesting a determination by the <br />Administrator thereof as to the eligibility of the Project area for var- <br />ious ~ederal financial aids~ mhd particularly as to meeting the require- <br />ments of law relating to mortgage insurance extended by the Federal Housing <br />Administration and lomns made by the Federal National Mortgage Association° <br /> <br /> 4. The Commission is authorized and directed to disseminate <br />information and to provide technical advice and assistmlce in connection <br />with the Project to residents and property owners in the Project area~ as <br />well as to others: <br /> <br /> S. The City Manager shall be responsible, with the aid of the <br />Co~mission, for coordination of systematic code and ordinance enforcement <br />in the Project area. <br /> <br /> 6. In executing this Project~ the Commission is authorized <br />subject to approval of the City Manager to make cerEein expenditures over <br />a two (2) year period~ terminating at the close of the calendar year 1965~ <br />Such expenditures may include costs of rendering technical assistance~ <br /> <br /> <br />
