THE CO~POSITtON .~ND DUTIES THEREOF ~cND OTHER MATTERS PERTAINING THERETO, Be it ordained by the Council of the City of Porzsmeuth, Virginia: Sec. io Creation~ designation, There is hereby created a citizens advisory committee to be kno~,~ as the "Citizens Advisory Committee of the City of Portsmouth-~ Sec~ 2. Compositzon~ appointment and term of m~mbers, The committee shall consist of eleven members to be elected by the City Council mnnuatiy for a term of one year com~enclng on the first day of February of each year. Sec. 3~ Qualifications of members. Committee members shall be citizens and qualified voters of the City of Portsmouth, but s~all not be employees of the City or of any political subdivision or other organization whose governing body is appointee er el¢cted~ in whole or in part, by the Council of the City of Pertsmouth~ nor shall any committee member hold any eteztive or appointive position in the Portsmouth city government. Committee members may be reelected. Sec~ 4. Compens'ation of members. All members of the committee shall 'serve as such without compensation. Sec, 5. Vacancies. The City Council shall fill by election any vacancy on the com~ittee~ Sec. 6~ Officers~ The committee shall elect s chairman~ vice-chairman~ and secretary from among its members~ Sec. 7. Meetings° The com~mittee shall meet annually on the first b~nday in February and au such other ~zmes ss the co~ittee shall establish by by-law. Sec, 8~ Rules. regulations~ and by-laws~ The committee shall adoo% such rules~ regulations an2 by-laws as it shall deem necessary~
