(40) Vehicle. Every device in, upon or by which any person or property is or m~- be ~ransported or dra~¢a~ upon a high,ray, except devices moved by human p~,ver or used exclusively upon stationary rails or tracks. (Code l~51, § ~0-t.) Sec. 18-27. Signals by lights or ser,~phores. Signals by lights or sem~ohores shall be as follows: (a) Red indicates that traffic then ~mvir~ shall stbp and remain stooped as lo~ as the red signal is shom~, except in the direction indicated by a li~ted green arrow. Green indicates ~hat traffic shall then move in the direction of the si~aai and remain in mo- tion as long as the green signal is given. (b) ~mber indicates that a c~muge is about to be made in the direction of the moving of traffic. P~uen the ~aber si~ual is shown, traffic which has nov already entered the intersection, including the crosswalks, shall stop but that which has entered the intersection shall continue to move until the intersection has been en- tireiy cleared. (c) ~e use of a flashing red light ~dicates that traffic shall stop before entering, the intersection. (d) Officers of the law may assu~ control of traf- fic otherwise controlled by lights or semaphores and in such event signals by such officers shall take pre- cedence over such light or semaphores. '8
