Section 3; To_is ordinance being necessary for the prese~Jation of <br /> the public health, morals and safety, an emergency is decl~ed to <br /> exis~ and it shall tske effect from and after its passage. <br /> <br />Section 2: Sealed bids for the lease shall be submitted in writLng to the City <br />N~nager, Iczu~icipal Building, Portsmouth, Virginia, not later than 11:00 A.M. <br />December 23, 1965, at which time all bids will be opened and publicly read in <br />his office. <br /> <br />Section 3: This ordinance being necessary for the preservation of the public <br />health, morals and safety, an emergency is declared to ex~.s~t ~.snd i~ ~ha]] ~ ~.~ <br />effect from aud after its passage. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, at a meetir~ <br />held November 23, 1965. <br /> <br />Teste <br /> <br />City Clerk <br /> <br /> <br />
