Section 77. Outside Agents: <br /> <br /> (a) Any person residing or having his principal office in the <br />State and not a licensed'merchant in this City, who shall sell or offer <br />to sell, either direct or by sample card representation, or who shall <br />solicit to take orders for the sale of any goods, wares, or merchandise <br />to any purchaser within the limits of the City, except to a licensed <br />merchant, shall pay a license tax of 6560.00 which shall not be prorated. <br /> <br /> (b) No person shall canvass.in the City of Portsmouth for the <br />'sale by sample, order or otherwise to consumers any manufactured article <br /> or merchandfse without first making application to the Commissioner of <br /> Revenue for a written permit. The Commissioner of the Revenue shall <br /> prepare a questionnaire, setting forth such questions as he may deem proper <br /> and the applicant for this permit shall answer such questions on oath. <br /> <br /> For the violation of this section, there shall be a fine of not <br />less than $2S.00 nor more than $S0.00 for every offense, and each day <br />shall be a separate offense. <br /> <br />Section 78. Patent Medicines: <br /> <br /> On every Iicense to a person advertising medicine specialties <br />or to sell patent medicines or other such articles, whether manufactured <br />in this or any other State or territory, there shall be a tax of $1S0.00; <br />provided, that the license tax when paid shall not allow the medicine <br />to be sold,on the streets of the City; provided, further that this tax <br />shall not apply to any druggist or apothecary doing business in the City <br />carrying'a regular stock of drugs or medicine. Not prorated. <br /> <br />Section 79. Pawnbrokers: <br /> <br /> Every person engaging in the business of a pawnbroker shall <br />pay a license tax of $450.00 per annum. <br /> <br /> For the purpose of this section a pmmbroker shall be deemed <br />to mean any person who sha'll in any manner lend or advance money or other <br />things for profit on the pledge and possession of personal property or <br />other valuable things ot~er than securities or written or printed evidences <br />of indebtedness, or who deals in the purchasing of personal property or <br />other valuable things on condition of selling the same back to the seller <br />at a stipulated price~ <br /> <br /> No license issued under this section 'shall be proratable or <br />transferable. <br /> <br />- 26 - <br /> <br /> <br />
