Be it ordained by the Council of the City of Portamouth, Virginia: i. That the Code of the City of Portsmouth, VirgLnia, 1961, be ~mended by addirg thereto a new chapter numbered 37A, new articles numbered 1 to 3, both inclusive and new sections n'~mbered 37A-1 to 37A-47, both inclusive, which new chapter~ articles and sections are as follows: ~APTER 37A WATER ~D WA~ SERVICE ~ticle I. Generally, Sec. 37A~1. Water department. There shall be a departmenv of the city goverr~menv kno~aaand desigr~ted as the waver department ~fnich ~11 be under the control and supervision of the director of public utilities ~o shall be appointed by the city manager and shall be subject to his direction ar~ contro!. The director of public utilities shall be in charge of such department and shall per- fom such other duties as my be assigned to hLm by the city manager.
