AN ORDINANCE PROVIDING FOR THE CLASSIFICATION OF EMPLOYMENT AND A COMPENSATION PLAN FOR EMPLOYEES OF THE CITY~ Be it ordained by the Council of the City of Portsmouth, Virginia: Section 1o Employees Classified° On and after January 1, 1966, all employees of the City of Portsmouth shall be classified according to the kind and type of work performed by them, and their compensation shall be fixed according to such classification. Section 2. Rates of Compensation. The basic salary or compensatibn of each employee until otherwise changed by ordinance shall be according to the Basic Pay Schedule, hereinafter referred to as the schedule, and which is a part of this ordinance. Section 3. Application to Present Employees. All employees of the City shall receive compensation according to their classification as set forth in the schedule° Any employee of the City who is at the effective date of thi's ordinance receiving less than the amount provided for in the schedule for his range of employment, shall, beginning with the first day of the first pay period commencing on or after January 1, 1966, as appropriate~ and thereafter, receive the amount set forth in the schedule. Any employee who is receiving more on the effective date of this ordinance than the amount he would be entitled to receive under the schedule, shall continue at the same salary until his years of service shall entitle him to an increase in compensation. Section 4o New Employees, Promotions and Pay Increases. The several classifications of employment shall be divided into pay ranges as set forth in the schedule. Unless otherwise provided herein, an employee shall receive the compensation set forth in the schedule under steps 1, 2 and 3 during the first, second and third years, respectively, of his employment in that range automatically.
