Be it ordained by the Comncil of the City of Portsmouth, Virginia, that the ZomJ_ng Ordinance of the City of Portsmouth, 1961, be amended by ad~dim~ thereto a new section nmmbered 6-1.t~ such new section to read as follows: Sec. 6-1.1. Approval of plans required for construction in the Com~ercia! C-3 District.
