Upon the filirg of such application ~ith the Building Official, he shall i~nediatety tra~t it with such plans and specifications to the c~mtssion. Sec. ~-7. "~mer" construed. The owner of any such building, structure or property~ for the purposes of this article shall include a~y person having the legal or equitabl~ righ~ to locate, construct, reconstruct, alter, repair or d~uolish such building, str~cture or other improvement. Sec. 9-8 ~ Appr6val or disapproval of plans and sepcifications; issuar~e of certificate of appropriateness; issuance of permit. Upon receipt of an application for a permit required by Section 9-5 mud the plans and specifications, the cm~ssion shall confer ¥~th the applicant for the build- lng permit, and mhall approve or disapprove such plans and specifications and, if approved~ shall issue a certificaDe of appropriateness therefor, ~lth or without conditions, or with such modifications of the plans and specifications as the cm~ission deams necessary to execute the purposes and objectives declared in Section 9-1 and to re~re cmmpliance with the regulations and restrictions set out in this article; otherwise, the conm~ission shall reject such plans and specifica- tions aud shall not issue the certificate of approp~_iateness. ~he failure of the cmmmission to approve or disapprove s~ch plans and specifications ~th or ~thout conditions or modifications, within sixty days fora the date of application for the building permit sl~all be deamed~ to constitute approval of the plm~ and specifications as submitted, and the Building Official s~mll issue the permit provided the work to be done under the permit coca, plies with the requiramants of the Buildirg Code a~ other ordinsnces and l~-~s applicable or rela~zng thereto. Sec. 9-9. Considemtions to be taken prior to issuance of certificate of appropriateness generally.
