Sec. 2-71.2. Power to accept, etc., gifts; expenditt~e of nonbudgetary fonds. The parks mhd recreation co~ission shall have the power to accept, a<n~nister~nd expend for operating and capital expenses, funds received as gifts or from so~3~ces other thmn the City of Ports- mouth; provided, however, that fonds received as gifts.in trust shall be hmndled in accordance with the terms of the trust. Fo~ds received from so'arces other than the city shall be accounted for. ahd deposited to the credit of the city for the use of the parks and recreation commission, except that funds received as gifts in tr~st shall be accounted for in a special f~md created and maintained for this purpose ~ designated as the parks ~nd recreation commission fund. The co~mission shall have no authority to enter ~nto any contract or incur obliga- tions bin5irg uoon the city, the cost of which will exceed the unencu~Lered cash balance of the afore- said fund at the time when the obligation is incurred. Should the co~ssion receive and expend for operating or capital eXpenses any funds not included in its budget as approved by the city ~ouncil~ the city council may direct that the amount ~propriated from city funds be reduced by the ardent so expended from outside such bu~t. Sec. 2-71.3. Review of actions by city council. Ail actions of the parks and recreation commission shall be subject to review by the city council which may take such action thereon as it deem~ advisable.
