AN ORDI~INCE TO AMEND SECTIONS 13-16, 13-17, 13-17.1, 13-17.2, <br />13-17o3 AND 13-17.6 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, PERTAINING TO W~S, DEBRIS AND ABANDONED VEHICLES. <br /> <br /> ~Be it ordained by the Council of the City of Portsmouth, VirgL~ia, <br />that Sections 13-16, 13-17, 13-I7.1, 13-17.2, 13'17.3 and 13-17.6 of the Code <br />of the City of Portsmouth, Virginia,' 1961, be amended and reordained to rekd <br />as follows: <br /> <br />Sec. 13~6. Defioitions. <br /> <br /> For the purposes of this article, thefotlowing words and phrases <br />shall have the meanings respectively ascribe~ to them by this section: <br /> <br /> Abandoned vehicle. Any vehicle that is in such a condition that <br />it is economically i~practical to make such vehicle operative. <br /> <br /> Building. Any structure built for the support, shelter or enclosure <br />of persons,--~,, chattels or property of any kind which has enclosingwalts <br />for 50% of its perimeter. The term "building" as used herein shall be con- <br />'strued as if followed by the words "or part thereof." <br /> <br /> Debris. Dead or dying standing weeds and cuttings of weeds, as <br />herein defined, trash, junk, discarded or abandoned parts of vehicles or arty <br />other material or substance whichmay provide a hiding place for snakes or <br />rats or anything or any condition which may be a fire menace or breeding place <br />for mosquitos, give off obnoxious or offensive odors or endanger the health <br />or safety of the residents of this city. <br /> <br /> Director. The director of public health and his duly authorized <br />representatives. <br /> <br /> Owner. Any person holding title to any land or lot in the city, <br />lessees, tenants and principal occupants of a.nC~-land or lot in the city or <br />agents of persons hold,aug titles of such lauds or lots, having care, custody, <br />control or management of the land or lot; and fiduciaries holding title or <br />having the care, custody, control or management of land or lots in the city <br />for others. <br /> <br /> Weeds. Grass, weeds, bushes, poison-ivy, poison oak or any other <br />vegetable grov~h other than trees, ornamental shrubbery, flowers ~nd garden <br />vegetables. <br /> <br /> <br />
