No license shall be issued hereunder unless and until there is presented to the C~.v~missioner of the Revenue a permit fram the Director of Public Health for the operation of a trailer camp. Section 103. ~s_nsient vendors: Evez~y person who shall ep~age in~ do or transact s~ny temporary or trar~sient business in the City for the sale of goods~ wares s~nd mer- chandise sz~i who, for the purpose of c~rying on such bosiness shall hire, lease, use or occupy any buildir~ or structttre~ .m. otor vehicle, tent, car, boat or public roam, or am~y p~rt thereof~ includir~ roams in hotels, lodgirg houses or houses of private entertai_~ment, or in any street~ alley, or ct?er public place, for a pericd of less thegn one year, for the ez~nibition of or sale of such goods, ~,~a_~es, and mercha~dise, shall pay for such privilege, in addition to a merchant's licerme or other applicable vax, a specific license tax of $500.00 a month or fraction thereof, which license shall not be transferable ~.~d not subject ~o proration for s~ny cause whatever. Every person who has not been licensed for at least one year to sell or so offer for sale goods, wares or merchandise ~nd who shall here- after apply for a license vo offer or sell goods, wares or merchandise within the City, shall file ~.~zith such application ~n affidavit from the o~mer of the building~ structure, etc. ~ to be used by such applicant sh~J~ng for what period of time the proper~y to be used by such app!i- cant has been hired or leas~, by such applics~nt, ~nd no license shall be issued, matess and until such a_~fidavit is attached to the ~oplication~ provided~ that the Co~ssioner of the Revenue may~ in lieu of the fore- goir~ affidavit, issue a regu_lar merc~h~_nt's or regular auctioneer.~s license vo any applics~nt upon the giving of a bor~ or secuPity in such emoun~ as ~11 equal the specific tax required ~y this ordinance for a period, of one year from the date of application for such license, smd such bond of curity shall provide that such amo~mat shall be paid to the City of Ports- mouth, in the event and ~t ~ny t~e d,~ing s~y such year that said Com- missioner of the Revenue shall receive sufficient evidence showiN~ that it ~es the applicant's intention to engage in or transact a te%eorary or traiasient business in the City of Portsmouth.
