City Em.gineer- ~aalifications_ The head of the department of engJm~ering shai] be the city engineer° He shall be a professicmal engineer licer~sed by ti~e Co~onwealth of Virginia~ Section 2-98, Smr, e - Powers and D~atieso ~me city engineew shall have general m~nag~ent and. con- trol of t~e sera,at bureaus~ divisions and other ~nits of the depart- ment. Section 2-99. Contracts for Capital !~rovement Projects. ~enever any capital i~roveme~t project is to be under,~ taken by the city or any department, board, commission or agency ~e~eof, except the d~partment of public utilities, it shall be the duty of tln~ city engineer to ca,~e plans, specifications and esti- mates of cost of such capital ~provement project to be made. Tne department of public utilities may utilize t~e se~nzices ~f the depar~ent of engineering in preparing pt~s~ specificatio~ a~d estimates of cost for ca~ital i~rovement proj acts relating to its fuactions but it may, ~ the discretion of the director of public utilities, caume such plans aid specifications to be prepared by its mm employees or by architects and enghmers engaged for the purpose, Section 37A-1.2. Duties of Director - Generally. The director of public utilities shall suDervise and superintend the general condition of the water mnds~wage systen~ mhd the constr~ction, r~aintenaz~ce smd repair of the ssme ~nder ~e direction of the city manager, He shall systematically arrange keep in his office all the papers of his d~partmen~. He shall per- form such other duties as may be required by the city manager. 2. This ordinemce shall take effect Janu~_ry 1, 1970.
