Ci~itable service. ~b.e term "creditable service" shall be taken to mean for any m~uber the most recent period of continuous service as an ployee rendered by the m~nber; provided~ however, that continuous service shat I not be considered to have been interrupted by any period or periods of authorized leave of absence er by any period or periods of service in the armed forces of the United States which did not give rise to termi- nation of membership in the system. Employee. The word "employee" shall be taken to mean any person regu- larly employed in the service of the city on a full time permanent basis mmi whose cempensation is wholly paid by the city, and persons holdirg offices in the city required by the Constitution of this state and their deputiesj assistants and employees employed on a full time permanent basis and whose campensation is paid partly by the city and partly by the state, but shall not include any person who is eligible for membership in the Virginia Re- tirement System or in any other retirement or pension system established by the city. In case of doubt the Board shall decide who is an employee with the meanirg of the article. The term '~axim~m retirament age" shall be taken to mean age seventy durirg the calendar year 1969, age sixty-r~ue dur- irg the calendar year 1970, age sixty-eight during the caier~ar year 1971, age sixty-seven during the calendar year 1972j age sixty-six during the calendar ~ear 1973, and age sixty-five durirg and after the calendar year 1974. Mamber. The word '~nember" shalI be ta~ken to mean ar~ employee who is included in the membership of the system as provided in sections 29-19 and 26-20.
