(d) The City Manager is hereby authorized at any time <br />during the fiscal year to effect any consolidation of offices, or to make <br />other changes he my deam to be in the interest of the City, provided there <br />is no increase in expense. <br /> <br /> Section 3. The City Auditor is hereby authorized to transfer <br />funds for the purpose of equalization, From any fund in one authorized bank <br />to the same fund in another authorized bank, provided the transfer check is <br />countersigned by the City Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers s ~hall be <br />termed as gratuity and only as a temp~orary measure. If the State of Virginia <br />takes over this responsibility, this gratuity wiI1 cease. <br /> <br /> Section 5. To the extent that any monies in the accotunts of the <br />School Boar~ derived from sources other than the State of Virginia are unex- <br />pended at the end of the fiscal year 1968-1969 and thus become available for <br />use the next fiscal year, the City's share of the appropriation made for <br />education and scholarships for the next ensuing fiscal year sb~] ] be decreased <br />by a like amount. <br /> <br /> Section 6.
