ION, AND PRESCRIBI~ THE DUTTF,~ OF SAID C0~,~ISSION. Be it ordain~ by the Council of the City of Portsmouth, V~ ~ginia: 1. That the Code of the City of Portsmouth, VLrgin~a, 1961, by amended by addinE to Chapter t0 thereof, a new article . numbered XVII, consisting of fo~_~ sections nmmbered 10-128 to 10-131,_ inclusive, such new article to read as follows: ARTICLE. XViI PORTSMOUTH TAX STUDY C0~,~!SSION Sec..10-128 Portsmouth Tax Study Co~ssion - Creation, Composition. There is hereby created a co~ission to be kno~ as the Po~ts~outh Tax Study Conmission whdch sb~l~ consist of seven members The members of vn~ Co~sszon shall be residents of the city, The conmmission members shall be appointed by the ~ , ' oomncml. Of those so appoirrbed~ two sb~ll be amployees' of ~he city and five shall be ori- vate citizens. Sec. 10-129. Terms of Me~oers; Vacancies; Cos~o~nsation. The ter~ of the members sb~.ll begin on July 1~ 1970. Of the~ original beard, t~o of the members s'oal! be appoLnted for a term of one year, t~o for a ter~n of two years a~ three for a term of three years. At the e~p~ation of the re~oect~v-e terms~ their suc- cessors sba!! be appointed for terms of three years. ~hey hold office durir~S their respective te~s e~ad matil theL~ successors are appointed and qualified.
