CHAPTER 32 <br />sUBDIvISIONS <br /> <br />Article I. In General. <br /> <br />Sec. 32-1. Authority and purpose. <br /> <br /> This chapter is adopted pursuant to the terms and pro- <br />visions of the Virginia Land Subdivision Act. The purpose of <br />this chapter~%s to provide for the harmonious and economic de- <br />velopment of the City of Portsmouth, for the coordination of <br />streets within subdivisions with other existing or planned streets, <br />for adequate open spaces for traffic, recreation, light and air; <br />and for a distribution of population and traffic which will tend <br />to create conditions favorable to health, safety, convenience and <br />prosperity. <br /> <br />Sec~ 32-2-. Definitions. <br /> <br /> The following words and phrases when used in this chapter <br />shall, for the purpose of this chapter have the meanings respective- <br />ly ascribed to them in this section except in those instances where <br />the context clearly indicates a different meaning: <br /> <br /> (1) Alleys are minor ways which are used primarily <br />'for vehicular service access to the rear or the side of properties <br />0theN~ise abutting on a street. <br /> <br /> (2) Arterial Streets are those which are used primarily <br />for heavy or fast traffic. <br /> <br /> (3) Collector streets are those which carry traffic <br />from minor streets to the major s~stem of arterial streets includ- <br />ing the principal entrance streets of a residential development <br />and streets for circulation within such a development. <br /> <br /> ~ (4) Marginal Access Streets are minor streets which <br />are parallel to and adjacent to =r~er~_l s~r~ets, and which pro- <br />vide access to abutting properties and protection from through <br />traffic. <br /> <br />for access <br /> <br />of t~e <br /> <br /> %D~ Minor Streets are trios_ which are used primarily <br /> to abuttihg properties. - ~ <br /> <br /> (6] P!~uni_ng co~m. ission means the pla~nning commission <br />cm~ o~ Portsmouth. <br /> <br /> <br />
