See. 31. Driving ~rithout license prohibited; penalties. -(a) No person: except those expressly exampted ~ §§ 46.1-352 throug~h 46.1-356 of the Code of Virginia shall drive arff motor vehicle on any highway i_u t.his State until such person shall have made application for an operator: s or chauffeur' s license, as herein, after provided, and satisfactorily passed the examination req. u~_~ed by ~ 46.1-369 of the Code of Virginia snd obtained either an operator's or chauffeum's ticense~ nor u~nless st~ch licer~e issued to such person is-valid. (b) Upon a first con~mction of a violation of this section: the penalty imposed shall' be as provided in ~ 46.1-387 of the Code of ~ Virginia. Upon a second or subsequent conviction of a violation of t~is section, which second offense shall have occurred within one year of a first offense, the penalty shall be imprisonment in jail for not less than ten days nor more than six months, and, in addition, may be a fine not less tham one hundred dollars nor more than five hundred dollars. Sec. 18-32. Driving while license, permit or privilege to drive suspended or revoked. fa) Except as otherwise provided in Section 18-33.1 of this Code ~nd Section 46.1-387.8 of tlne Code of Vir~-~inia, no person resident or nonresident whose operator's or chauffeur's license or instrdction per, it or privilege to d~ive a motor vehicle has been suspended or re- yoked or who has been directed not to drive by ahy court or by the co~.missioner or by operation of law-pursuant to the provisions of this chapter, title 46.1 of the Code of Virginia, Section 18.1-59 of the Code of Virgihia or any s~.~lar law or regulation or who has be~n forbid- den as presbribed by law by tlie cor~ssioner, the state corporation com- mission: the state high~ay co.~ssioner or 'the superintendent of state poiice, 5o operate a motor velmicle in this state shall tlnereaz%er drive any motor vehicle or any self-propelled m~chine~y or equipF~nt on any highway in_ thais city unless and until the period of such suspension or revocation sb~%ll inave terminated.
