Section 2o (a) The appropriations hereby made, except those <br />for ~nterest and education amd ~c~olarships, shall be made available on <br />the approval of the City Manager, who shali 'report to the City coUncil <br />quarterly ,in detail all expenditures made for the preceding quarter and <br />all funds, as far as practicable, shall be expended in equal amounts <br />each month. <br /> <br /> (b) The appropriations for interest shall be made <br />available as same may become due. <br /> <br /> (c) The City Manager is hereby authorized at any <br />time during the~ fiscal year to transfer funds in the aggregate not to <br />exceed $10,000.00 from one department to another department, or from the <br />unappropriated balance for contingencies to one or more departments. <br /> <br /> (d) The City Manager is hereby authorized at a~y <br />time during the fiscal year to effect any consolidation of offices, or <br />to make other changes he may deem to be in the interest of the City, pro- <br />vided there is no increase in expense. <br /> <br /> Section 3. The City Auditor is hereby authorized to transfer <br />funds for the purpose of equalization, from any fund in one authorized_ <br />bank to the same fund in another authorized bank, provided the transfer <br />check is countersigned by the City Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers shall <br />be te~med as gratuity and only as a temporary measure. If the State of <br />Virginia takes over this responsibility, this gratuity will cease. <br /> <br /> Section 5. To the extent that any monies in the accounts cf <br /> the School Board derived from sources other-than the State of Virginia <br /> are unexpended at the end of the fiscal year 1969-70 and thus become <br /> available for use the next fiscal year, the City's share of the appro- <br /> priation made for education and scholarships for the next ensuing fiscal <br />'year shall be decreased ~y a like amount. <br /> <br /> Section 6.
