Article II. Excavations, etc. Generally Section 31-33. Permit. (a) It shall be unla~¢~u! for any person, fi~m, or corporation to dig up, break, excavate, ~iu~ael, uniermi_ne, or ~n any mariner distrub the surface or sLfesurface of any street, lanet alley or public right of way in the city ~.;ithout first havirg ob.~a~ed from ~dle ci_ey engineer a pe~t to do so~ e~cept as othe~-ise provided for herein; nor sb~l! such %~rk be performed after such p~qmit shall have be~n revoked or shall have become ineffective° fo) No ~_~ci~ ~m~t~ h~er, shall be required in the event any p=~rson~ fi_~ or corporation is required to dig up, break, excavate, bmlnel, u_~e_nnine, or in a~ny me/~ner dished the surface or subsurface of any street, la_ne, alley or p~blic right of way, if sucil actions are re- quired by the'city th_rough its repair, alteration, or widening of any suc. h street, lane, alley or public right of way or any sidewalk s_nd if such actio~ are to be performed %sithin the tin, ts of the project.
