197t-127 <br /> <br />AN ORDINAI~CE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIR- <br />GINIA, 1961, BY A*~ENDING SECTION 19-55 and 19-56 THEREOF, AND <br />BY ADDING THERETO ELEVEN NEW SECTIONS NUMBERED 19-56.1 THROUGH <br />19-56.11, ALL PERTAINING TO RIOTOUS A~D DISORDERLY CONDUCT SO <br />AS TO CONFORM TO RECE~ CHAlqGES IN THE STATE LAW. <br /> <br /> Be it ordained by the Council of the City of Ports- <br />mouth, Virginia: <br /> <br />1. That the Code of the City of Portsmouth, Virginia, 1961, <br />be amended by amending sections 19-55 and 19-56 thereof and <br />by adding thereto eleven new sections numbered 19-56.1 through <br />19-56.11, inclusive, such amended and new sections to read as <br />follows: <br /> <br />Sec. 19-55. Disorderly conduct in public conveyance. <br /> <br /> If any person, whether a passenger or not, shall, <br />while in or on any public conveyance behave in a riotous or <br />disorderly manner, he shall be guilty of a misdemeanor. The <br />agent or employees in charge of such public conveyance may <br />require such person to discontinue his riotous or disorderly <br />conduct, and if he refuses to do so may eject h~, with the <br />aid, if necessary, of any other persons who may be called upon <br />for the purpose. <br /> <br />Sec. 19-56. <br /> <br />Disorderly conduct in other public places; <br />power of counties, cities and towns to <br />adopt ordinances and resolutions. <br /> <br /> If any person behaves in a riotous or disorderly <br />manner in any street, highway, public building, or any other <br />public place, other than those mentioned in section 19-55, or <br />causes any unnecessary disturbance in or on any public convey- <br />ance, by running through it, climbing through windows or upon <br />the seats, failing to move to another seat when lawfully re- <br />quested to so move by the operator, or otherwise annoying pas- <br />sengers or employees therein, he shall be guilty of a misde- <br />meanor. <br /> <br />Sec. 19-56.1. <br /> <br />Disorderly conduct at public meeting of <br />governing body, etc.; power of counties, <br />cities and towns to adopt ordinances. <br /> <br /> If any person behaves in a riotous or disorderly man- <br />ner in any public meeting of the governing body or any division, <br />agency, or authority thereof, or causes any unnecessary disturbance <br />therein, by force, shouting or any other action calculated to dis- <br />rupt such meeting, or shall refuse to obey any ruling of the <br /> <br /> <br />
