Article IX. Tax on Utility Services Sec. 10-80. Duty of seller generally. It shall be the duty of every seller in acting as the tax collection medium or agency for the city to collect from the purchaser for the use of the city, the tax hereby imposed and levied at the time of collecting the purchase price charged for the utility service, and the taxes collected during each calendar month shall be reported and remitted by each seller to the city treasurer on or before the last day of the second following calendar month thereafter; provided, however, that the seller shall on or before the thirtieth day of June of each year report and pay over to the city treasurer all such taxes as shall have been collected during the month of May and June. The required report shall be in such form as may be prescribed by the director of finance and the city treasurer. Article XIV. Municipal Bond Commission. Sec. 10-117. Created; composition; appointment and residence requirements of members. A commission, to be known as the PortsmoUth Municipal Bond Commission, is hereby created° The com~.ission shall consist of eight members. The mayorv city manager and director of finance of the city shall be ex officio members of the commissIon, and the remaining five members shall be appointed by the council. The appointed members shall be residents of the city. Atricle XV. Law Library Fund. Sec. 10-123 Duty of the director of finance. The director of finance shall set up a special account on his books for the law library fund and the funds so deposited shall be disbursed on vouchers signed by such persons as may be authorized by the city manager° 3.
