AN ORDINANCE TO AMEND SECTIONS 18-316 AND 18-317 OF THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA, 1961, PERTAINING TO THE IS- <br />SUANCE AND SALE OF MOTOR VEHICLE LICENSE TAXES. <br /> <br /> Be it ordained by the Council of the City of Ports- <br />mouth, Virginia: <br /> <br />1. That Sections 18-316 and 18-317 of the Code of the City of <br />Portsmouth, Virginia, 1961, be amended and reordained to read <br />as follows: <br /> <br />Sec. 18-316. Payment of personal property taxes prior to <br /> licensing. <br /> <br /> No license shall be issued under this article unless <br />and until the applicant for suck license shall have produced <br />satisfactory evidence before the commissioner of revenue that <br />all personal property taxes upon the motor vehicle, trailer <br />or semitrailer to be licensed have been paid which have been <br />properly assessed or are assessable against the applicant by <br />the city. <br /> <br />Sec. 18-317. <br /> <br />Date assessment and collection to begin; issuance <br />and display of plate. <br /> <br /> The commissioner of the revenue shall begin to assess <br />and collect the license taxes imposed under this article on <br />January first of each year and shall issue to each person pay- <br />lng such taxes a license plate which must be permanently affix- <br />ed to and displayed on either the front or rear of the motor <br />vehicle and attached to the State license. <br /> <br /> Any person who shall own or operate a motor vehicle <br />without properly displaying the license plate on the front or <br />rear thereof as required by this section shall be guilty of a <br />misdemeanor. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held October 26, 1971. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
