penalty in the sum of two dollars for each hour, or fraction <br />thereof, during which such vehicle occupied such parking space <br />in violation of any of the provisions of this article; provided, <br />however, that if such penalty is paid within one hour after the <br />notice is attached to such vehicle, then the amount of the <br />penalty shall be one dollar instead of two dollars. If the <br />owner of such vehicle fails to make such payment to such clerk <br />within seventy-two hours of the time when such notice was at- <br />tached to such vehicle, then an additional notice shall be <br />given such owner, and an additional penalty of two dollars <br />shall be charged for the additional notice.
