AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIR- <br />GINIA, 1961, BY ADDING THERETO A NEW SECTION NUMBERED 18-173.1, <br />ESTABLISHING PROCEDURES AND PENALTIES FOR VIOLATION OF PARKING <br />REGULATIONS OF THE PORTSMOUTH PARKING AUTHORITY. <br /> <br /> Be it ordained by the Council of the City of Ports- <br />mouth, Virginia: <br /> <br />1. That the Code of the City of Portsmouth, Virginia, 1961, be <br />amended by adding thereto a new section numbered 18-173.1, such <br />new section to read as follows: <br /> <br />Sec. 18-173.1. <br /> <br />Procedures and penalties for violation of <br />parking regulations of the Portsmouth <br />Parking Authority. <br /> <br /> (a) It shall be unlawful for any person to violate <br />any regulation of the Portsmouth Parking Authority relating to <br />parking on lots controlled, operated or used by said authority <br />for the purpose of providing parking for the general public. <br />Violators shall be proceeded against as hereinafter set forth. <br /> <br />the city, <br />chief of <br /> <br />(b) It shall be the duty of the police officers of <br />acting in accordance with instructions issued by the <br />police, to report: <br /> <br /> (1) The number of each parking meter which indi- <br />cated that the vehicle occupying the parking space adjacent to <br />such parking meter is or has been parked in violation of any <br />of the provisions of this article. <br /> <br />(2) The state license number of such vehicle. <br /> <br /> (3) The length of time during which such vehicle <br />is parked, in violation of any of the provisions of this article. <br /> <br /> (4) Any other facts, a knowledge of which is <br />necessary to a thorough understanding of the circumstances at- <br />tending such violation. <br /> <br /> (c) Each such police officer shall attach to such <br />vehicle a notice to the owner thereof, that such vehicle has <br />been parked in violation of a provision of this article and <br />instructing such owner to report to the clerk of the municipal <br />court, traffic division of the city, in regard to such violation. <br />Each such owner may, within seventy-two hours of the time when <br />such notice was attached to such vehicle, pay to the clerk a <br /> <br /> <br />
