AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIR- GINIA, 1961, BY ADDING THERETO A NEW SECTION NUMBERED 18-173.1, ESTABLISHING PROCEDURES AND PENALTIES FOR VIOLATION OF PARKING REGULATIONS OF THE PORTSMOUTH PARKING AUTHORITY. Be it ordained by the Council of the City of Ports- mouth, Virginia: 1. That the Code of the City of Portsmouth, Virginia, 1961, be amended by adding thereto a new section numbered 18-173.1, such new section to read as follows: Sec. 18-173.1. Procedures and penalties for violation of parking regulations of the Portsmouth Parking Authority. (a) It shall be unlawful for any person to violate any regulation of the Portsmouth Parking Authority relating to parking on lots controlled, operated or used by said authority for the purpose of providing parking for the general public. Violators shall be proceeded against as hereinafter set forth. the city, chief of (b) It shall be the duty of the police officers of acting in accordance with instructions issued by the police, to report: (1) The number of each parking meter which indi- cated that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this article. (2) The state license number of such vehicle. (3) The length of time during which such vehicle is parked, in violation of any of the provisions of this article. (4) Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances at- tending such violation. (c) Each such police officer shall attach to such vehicle a notice to the owner thereof, that such vehicle has been parked in violation of a provision of this article and instructing such owner to report to the clerk of the municipal court, traffic division of the city, in regard to such violation.
