'S~ction 5. Advancementw'lth~ngrade. Ail increases in compensation for persons classified under Section 3 hereof shall be on an annual basis and as pro- vided in this ordinance; provided, however, such annual increases shall be subject to the approval of the City Council and shall be in accordance with such conditions and restrictions, if any, as the City Council may impose. Section 6. Application to present employees. On and after October 1, 1971, all employees of the City, unless otherwise provided for, shall receive compensa- tion according to their classification and as provided in this ordinance. Section 7. New employees. Any person employed on and after October 1, 1971, shall receive compensation according to the classification in which he is placed. Section 8. Promotions. Upon promotion to a higher pay grade, the employee will be placed in the lowest step which will afford him an in- crease in pay that is at least the equivalent to a three step advancement but in no case shall an employee be paid more than the maximum compensation provided for that grade. Section 9. Demotions. Any employee who is demoted to a lower grade shall receive compensation according to the grade and step in which he is placed by the City Manager. Section 10. Transfers. Any employee transferred to another class of employ- ment in a higher pay grade, shall be deemed to have been pro- moted and shall be entitled to compensation as provided in Section 8 above, and any employee transferred to another class of employment in a lower pay grade, shall be deemed to have been demoted, and shall be entitled to compensation as pro- vided in Section 9 above. Section ii. Reinstated employees. Any person who is reinstated within one year after he has left the employment of the City shall receive compensa- tion according to the grade and step in which he is placed by -16-
