(a) The appropriations hereby made~ except <br />those for interest and education and scholarships, shall be made <br />available on the approval of the City Manager, who shall report to <br />the City Council quarterly in detail all expenditures made for the <br />preceding quarter and all funds, as far as practicable, shall be <br />expended in equal amounts each month. <br /> <br /> (b) The appropriations for interest shall be <br />made available as s~e may become due. <br /> <br /> (c) The City Manager ms hereby authorized at <br />any time during the fiscal year to transfer funds in the aggregate <br />not to exceed $10,000.00 from one department to another department, <br />or from the unappropriated balance for contingencies to one or more <br />departments. <br /> <br /> (d) The City Manager is hereby authorized at <br />any time during the fiscal year to effect any consolidation of of- <br />fices, or to make other changes he may deem to be in the interest <br />of the City, provided there ms no increase in expense. <br /> <br /> Section 3. The City Auditor is hereby authorized to <br />transfer funds for the purpose of equalization, from any fund in <br />one authorized bank to the same fund in another authorized bank, <br />provided the transfer check is countersigned by the City Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers <br />shall be termed as gratuity and only as a temporary measure. If <br />the State of Virginia takes over this responsibility, this gratuity <br />will cease. <br /> <br />-2- <br /> <br /> <br />
