(a) The appropriations hereby made~ except those for interest and education and scholarships, shall be made available on the approval of the City Manager, who shall report to the City Council quarterly in detail all expenditures made for the preceding quarter and all funds, as far as practicable, shall be expended in equal amounts each month. (b) The appropriations for interest shall be made available as s~e may become due. (c) The City Manager ms hereby authorized at any time during the fiscal year to transfer funds in the aggregate not to exceed $10,000.00 from one department to another department, or from the unappropriated balance for contingencies to one or more departments. (d) The City Manager is hereby authorized at any time during the fiscal year to effect any consolidation of of- fices, or to make other changes he may deem to be in the interest of the City, provided there ms no increase in expense. Section 3. The City Auditor is hereby authorized to transfer funds for the purpose of equalization, from any fund in one authorized bank to the same fund in another authorized bank, provided the transfer check is countersigned by the City Treasurer. Section 4. Monies paid to the retired school teachers shall be termed as gratuity and only as a temporary measure. If the State of Virginia takes over this responsibility, this gratuity will cease. -2-
