AN ORDINanCE TO REPEAL SECTION 29.1-21 OF THE CODE OF THE CITY
<br />OF PORTSMOUTH, VIRGINIA, 1961, PERTAINING TO SEWER CONNECTION
<br />CHARGES, AND TO ~ND THE SOUTHERN STANDARD PLUMBING CODE, 1967
<br />EDITION BY ~;~NDING SECTIONS 101.5, 102.1, 102.2, 103.2, 106.1
<br />and 106.3 THEREOF, AND BY ADDING THERETO NEW SECTIONS NUMBERED
<br />106.4, 106.5, 106.6, 106.7, 109.7, 109.8, t11.1, 111.2, 113.1
<br />113.2, 113.3, 113.4, 113.5 AND 113.6, PERTAINING TO PLUMBERS,
<br />PLUMBING INSPECTION OF WORK, PE~ITS REQUIRED, FEES THEREFOR,
<br />SEWER CONNECTION CHARGES, RECIPROCITY, AND SEPTIC TANKS.

<br /> Be it ordained by the Council of the City of Portsmouth,
<br />Virginia:
<br />
<br />1. That Section 29.1-21 of the Code of the City of Portsmouth
<br />Virginia, 1961, is hereby repealed.
<br />
<br />2. That the Southern Standard Plumbing Code, 1967 Edition, be
<br />amended by amending Sections 101.5, 102.1, 102.2, 103.2, 106.1
<br />and 106.3 thereof, and by adding thereto new sections numbered
<br />106.4, 106.5, 106.6, 106.7, 109.7, 109.8, 111.t, 111.2, 113.1,
<br />113.2, 113.3, 113.4, 113.5 and 113.6, such new and amended
<br />sections to read as follows:

<br />101.5 PLUMBING INSTALLATION OR MAINTENANCE BY HOME O~ER
<br />
<br /> Nothing in this code shall prevent any homeowner from
<br />installing or maintaining plumbing within his own property bound-
<br />aries, providing such plumbing work is done by himself and is
<br />used exclusively by him or his family. Such privilege does not
<br />convey the right to violate any of the provisions of this code,
<br />nor is it to be construed as exempting any such property owner
<br />from obtaining a permit and paying the required fees. He must
<br />qualify as follows:

<br />He shall satisfy the Plumbing Inspector and/or
<br />Board for Examination of Plumbers as to his
<br />ability to do such work°
<br />
<br />(b)
<br />
<br />He shall file an affidavit that he is the actual
<br />owner of the premises and will personally do the
<br />work.

<br /> There shall be a division of the Department of Building
<br />Inspection, known as the Division of Plumbing Inspection, which
