(b) Whenever the city manager shall determine on the <br />basis of a trafic engineering and traffic investigation that <br />slow speeds on any part of a highway consistantly impede the <br />normal and reasonable movement of traffic, the city manager <br />may determine and declare a minimum speed limit to be set forth <br />on slgns posted on such highway below which no person shall <br />drive a vehicle except when necessary for safe operation or in <br />compliance with law; provided that such minimum speed limit <br />shall not apply to a school bus carrying children. <br /> <br /> (3) Notwithstanding the foregoing provisions, the city <br />manager may decrease the speed limits set forth in subsections <br />(t) (a) through (1) (c) of this section and may increase or de- <br />crease the speed limits set forth in subsections (1) (f) through <br />(1) (h) of this section; and may establish differentiated speed <br />limits for daytime and nightime by decreasing for nighttime driv- <br />ing the speed limits set forth in subsections (1) (a) through <br />(1) (c) of this section and by increasing for daytime or decreas- <br />ing for nighttime the speed limits set forth in subsections (1) <br />(f) through (1) (h) of this section. Such increased or decreased <br />spaed limits and such differentiated speed limits for daytime and <br />nighttime driving shall be effective only when prescribed after a <br />traffic engineering and traffic investigation and when indicated <br />upon the highway by signs. <br /> <br /> Any person violating this section shall be guilty of a <br />misdemeanor and upon conviction shall be punished as provided in <br />section 18-25. <br /> <br />Section 18-119. Stopping on highways generally. <br /> <br /> (a) No vehicle shall be stopped ~n such manner as to <br />impede or render dangerous the use of the highway by others, ex- <br />cept in the case of an emergency as the result of an accident <br />or mechanical breakdown, in which case the emergency flashing lights <br />of such vehicles shall be turned on if the vehicle ~s equipped <br />with such lights and such lights are operating, and a report shall <br />be made to the nearest police officer as soon as practicable and <br />the vehicle shall be removed from the roadway to the shoulder as <br />soon as possible and removed from the shoulder without unceces- <br />sary delay; and, if said vehicle ~s not promptly removed, such <br />removal may also be ordered by a police officer at the expense <br />of the owner if the disabled vehicle creates a traffic hazard. <br /> <br /> (b) No person shall leave any vehicle, attented or un- <br />attended upon the paved, improved or main traveled portion of any <br />highway, outside of a business or residential district, when it <br />is practicable to leave such vehicle standing off the paved, im- <br />proved or main traveled portion of such highway. <br /> <br />-5- <br /> <br /> <br />
